The Sacerdotal Council of the Great Way of the Third Universal Salvation consists of:
The advantage of this division of authority is that it avoids oppression and fosters close, mutually binding relationships.
At the highest level of leadership, executive authority and judicial authority are divided between the two ranks of Giáo Tông and Hộ Pháp, rather than being concentrated in a single, autocratic Religious Leader.
At the level directly serving the followers and humanity, these two authorities are delegated to the ranks of Phó Trị Sự and Thông Sự, commonly called the Junior Giáo Tông and Junior Hộ Pháp, while the Chánh Trị Sự is called the Junior Head Master (Junior Cardinals - Đầu Sư Em).
This balanced structure prevents these two powers from opposing or dominating each other, enabling them to work harmoniously for the good of the Dao (Faith) and its followers.
This is the innovative feature of the New Ordinance (Tân Pháp).
